Buhari misled over N47bn lawmakers’ exotic cars –N’Assembly

57538
John Ameh and Sunday Aborisade
The National Assembly on Sunday said its members were eager to meet with President Muhammadu Buhari over the President’s “claim” that the National Assembly planned to spend over N47bn to buy exotic cars this year.
The House of Representatives, on its part, stated that a meeting with Buhari would put the records straight on how the President got his figure, since the legislature had not contemplated “making such a mind-boggling” expenditure.
Buhari had, during his maiden Presidential Media Chat on Wednesday last week, wondered that the National Assembly planned to buy cars worth over N47bn, in addition to taking car loans and generous transport allowances.
“I can’t see the National Assembly spending more than N47bn to buy cars on top of transport allowance they collect.
“I have to revisit that story. The budget for their transport allowance comes up to N100bn. With the kind of money that goes into the National Assembly, we have to look at it conscientiously and see how we can live within our means,” he had said.
Buhari announced that he would hold a closed-door meeting with the legislators to discuss the issue.
However, both the Senate and the House of Representatives in their separate reactions less than 24 hours after the media chat, denied that there was a plan to buy cars worth the amount the President quoted.
Speaking with The PUNCH on Sunday, House Minority Leader, Mr. Leo Ogor, said the members were prepared to meet with the President, where the lawmakers planned to ask him how he arrived at the figure.
Ogor stated that since making the announcement last week, there had been no communication from the Presidency on when the meeting would take place.
But he told The PUNCH that members were willing to meet with the President to address the “misinformation for the purpose of avoiding needless crises.”
He added, “There is no meeting fixed that I am aware of for now.
“But, as a House, we welcome discussions with Mr. President to avoid unnecessary frictions.”
The minority leader also pointed out that the President made “several assumptions” about his powers, especially in relation to the power of appropriation.
According to him, Buhari, during the chat, seemed to assume that all the proposals of the executive in the 2016 budget of N6.08tn were sacrosanct and did not require any scrutiny by the National Assembly.
“We advise that, in keeping with the principle of separation of powers, he should read sections 4,5,6 and 80 of the 1999 Constitution (as amended) jointly for clearer understanding of which arm of government has the power of appropriation.
“All that is contained in the entire budget remains a mere proposal until approved by the National Assembly the way it deems fit,” he added.
Ogor added that the National Assembly too would need to be convinced why the Presidency proposed to buy cars worth about N3.5bn this year.
He argued that while nobody raised eyebrows over the Presidency’s budget on cars, a “non-existing” figure of N47bn was quoted for the National Assembly as its planned expenditure on exotic cars this year.
The lawmaker stated, “The Presidency proposed to buy cars for almost N3.5bn, there is electrical wiring of almost N300m.
“There are so many proposals in the Presidency’s budget that we think should be subjected to thorough discussions. Some of the proposals in the Presidency’s budget may not even stand.
“Where we are not convinced, we will remove and take some sub-heads to areas we think they are needed.”
He claimed that Buhari took the wrong step my starting a “media war” with the National Assembly in his first media chat.
The lawmaker observed that the option of opening discussions with the National Assembly on issues he might not have been “adequately briefed on” should have preceded the media war.
Also, the Senate spokesperson, Senator Sabi Abdullahi, said the red chamber was prepared to meet with Buhari on the proposed plan by the National Assembly to purchase official vehicles for the 469 federal lawmakers.
Abdullahi told one of our correspondents on the telephone that media reports on the issue, which quoted various sums of money being the cost of procuring the vehicles, actually misled members of the public on the issue.
He explained that the exact amount that the vehicles would cost could not be determined by the National Assembly at the moment because the contract for their procurement had not been awarded.
He added, “We in the Senate are ready and prepared to meet with the President on the issue. There is no way we can exercise our legislative functions especially in the area of oversight, using our personal cars.
“We need official vehicles to move around the country because we do not have to rely on government agencies under our supervision for such logistics if we really have to carry out an unbiased exercise.
“Nigerians should also note that we are not asking for too much by requesting Sport Utility Vehicles as official vehicles because there is no senator or member of the House of Representatives that cannot afford one. So, to us it’s not a luxury but a necessity to do our work better. “
Abdullahi appealed to Nigerians, especially the media, to cooperate with members of the National Assembly in the task of performing its constitutional roles of providing necessary checks and balances for effective governance.

None Of My Ministers Is Corrupt – Buhari

 3243349_201512largeimg131dec2015005633247
President Muhammadu Buhari, yesterday, made a robust defence of the integrity of all 36 ministers in his cabinet challenging anyone with a contrary view to present evidence against such a minister.

Speaking in his first media chat, the president said the first gains of the war against corruption would become evident by the end of March, next year, even as he accused erstwhile National Security Adviser, Col. Sambo Dasuki (retd.) of having allegedly committed atrocities against Nigeria through reckless disbursement of billions of government funds.

The president made his first dismissal of the agitation for Biafra stating that Igbo were in strategic position in the cabinet including holding the petroleum and labour portfolios besides the stewardship of the Central Bank of Nigeria, CBN.

President Buhari also assured of the administration’s readiness to implement the N5,000 monthly transfer to vulnerable Nigerians even as he said the campaign promise did not emanate from him but from his then running mate, Vice-President Yemi Osinbajo. He also frowned at the allocation of N47.7 billion for the purchase of vehicles by the National Assembly even after the lawmakers had collected car loans from the government.

The president, who expressed his readiness to negotiate with any credible leadership of the Boko Haram sect for the release of the kidnapped Chibok girls also disclosed his readiness to consider a ban on the use of hijab should the trend of bombing through young veiled girls continue.

Noting the dire economic conditions facing the country, President Buhari was, nevertheless, against the immediate devaluation of the naira even as he revealed that N1.5 trillion had been recovered into the federation account through the implementation of the Treasury Single Account.

The president also spoke on the fate of the Islamic cleric, Sheikh Ibraheem El-Zakzaky, saying that he had allowed the Kaduna State government and the military authorities to take the lead in the investigations. He affirmed that the cleric had over time overstepped his bounds to the distress of the communities he lived.

On the panel that interviewed the president yesterday were Kayode Akintemi, Channels TV; Dr. Ngozi Anyaegbulam, Media World International; Munir Dan Ali, Daily Trust and Ibanga Isine, Premium Times.

On the ministers
“I don’t think I tolerate corruption, I don’t think I picked anybody that I know will embarrass my government. But if you have any evidence about any of my ministers, I accept responsibility for the 36 ministers that I have.

“I don’t think I took anybody among the ministers who has got a case in court. Tell me one out of the 36. I don’t think I will deliberately make that mistake.”

Asked if he would sack any of the ministers if he or she is charged to court for corruption, he said:

“No, I will insist that the case go through the courts.”

On the location and condition of the Chibok girls, he said he would be prepared to negotiate with credible elements in the Boko Haram leadership if there is precise intelligence that could help return the girls to their parents. He, however, affirmed that presently he did not superior intelligence on the fate of the girls.

“We are still keeping our options open. If a credible leadership of Boko Haram can be established and they tell us where those girls are, we are prepared to negotiate with them without any pre-condition. This we have made absolutely clear. But while they are keeping the Chibok girls, they must not get away with the idea that we will not attempt to secure the rest of Nigeria.

“We have no firm intelligence on where they are physically and what condition they are in. But what we believe from our intelligence, they keep taking the girls around, they are not keeping all the girls in one place, we don’t know how many divisions they made of them and where they are.

On the crisis in Kaduna involving followers of the Shite leader, Sheikh El-Zakzaky, he said:

“I expect the Kaduna State Government to set up a judicial inquiry because it happened in Kaduna, in one of the cities and it has been there for the last twenty years from what I have been reading from papers. They will occupy a federal highway, sometimes from Kano to Kaduna. This is what I heard.

“We have a system of investigation, the military that was involved too have a tradition of investigation and I am the head of the federal government, I have to wait for the official report before I can come out as head of the federal government and make a statement. So I am allowing the Army and the Kaduna State government to submit their report of inquiry. Meanwhile it does not mean that the police, the SSS and other directorate involved are not doing their own part of constitutional role.

Frowning at the activities of the group, he said:
“Unfortunately it is very serious. How can any group proclaim statehood in a state? I don’t want to speak about it in details now, I better leave it still after the report of the inquiry but there are a number of clips I saw, where some excited teenagers were visually hitting the chest of a general, mounting road blocks and threatening them with missiles.

On the contentious issue of subsidy, the president said that by the end of the next quarter that there would be no more talk about subsidy in the price of petroleum.

N5,000 monthly stipend for the less privileged

“When my VP was quoted, how can I come here and disown it? First, I believe in getting facts, how many are involved? How are we going to do it? Is it state by state or geo-political zone by geo-political zone? In trying to get the bottom of the problem, a lot of work has to be done and if it is undertaken, we have to look at it very well.”

On Dasuki, Kanu and others

Asked on the alleged flouting of court orders by the state on the issue of Dasuki and detained Biafran agitator, Nnamdi Kanu, he said:

“Technically, if you see the kind of atrocities those people committed, if they jump bail? I am sorry to say this publicly…the former president just wrote to the governor of the CBN and said give N40 billion to someone while you have two million Internally Displaced Persons, what kind of country do you want to run?

“The one you called Kanu, do you know he has two passports? One Nigerian, one British and he came to this country without using any passport? Do you know that he brought sophisticated equipment into this country and started broadcasting for Radio Biafra? There is a treasonable charge against him and I hope the court will listen to the case.

Biafra and marginalisation of Ndigbo

“They say they are marginalised but they have not defined the extent of marginalisation. Who is marginalising them? Where? Do you know? Choosing a minister is not a matter of ethnicity, it is a matter of the constitution. I am limited by what the constitution says that there must be a member of the executive council from each state. There is a lot of partisan politics in it. Who is the Minister of State for Petroleum? Is he not an Igbo? Who is the governor of the CBN? Is he not an Igbo? Who is the Minister of Labour? Who is the Minister of Science and Technology? What do they want? I stood elections and I won, I am limited by the constitution, I have a member of every state in the Federal Executive Council and I have to listen to them when I sit as chairman. That is the limit the constitution gave me”.

Asked if he would consider banning the use of hijab in the face of the continued use of veiled girls in suicide missions in the Northeast, the president said:

“Placing ban on hijab is not enough. However, if this continues it will be banned. Because it is for the safety of the people generally.”

Please Release My Husband – Dasuki’s Wife Begs FG

 Dasuki
Wife of embattled former National Security Adviser, Mrs Sambo Dasuki has called on the Federal government to release her husband who according to her “served his nation”.

According to The Nation, Mrs Dasuki made the plea on Tuesday night after her husband was re-arrested after he was able to meet his N500 million bail condition. Mrs Dasuki who created a scene outside the DSS Headquarters said;

“Nigerians should help me beg the Federal Government, the DSS and other agencies to release my husband who did his best to serve this nation.

He is ill, he needs medical attention, he is not pretending. I implore the DSS not to allow him to die in custody. I saw my husband and I felt dejected.

He is not just well. Nigerians should assist him to get a reprieve. We(myself, the children and relations) are all destabilised.

We don’t know what is happening because three courts have granted him bail.

Why are they after him? Let those concerned respect the court by releasing my husband.

There is no way my husband will run away from the country under any guise.

They should please follow the rule of law and uphold his right to bail.”she said

Fani-Kayode Reacts To Buhari's Media Chat

President Muhammadu Buhari hosted his first presidential media chat yesterday, December 30.

In the two-hour “media chat” with three journalists broadcast live on state television, Buhari answered questions on national issues from his fight against corruption, the whereabouts of the Chibok girls, to the recent Nigerian army-Shiites clash.
Buhari came to power after winning the March 28 presidential election, defeating the former president Goodluck Jonathan.
His party the All Progressives Congress promised Nigerians change and since he came to power, he has been trying to bring all those who looted the nation’s treasury to justice.
There has been much reaction to Buhari’s media chat which was held last night and many were impressed with the way the president truthfully answered the questions.
Femi Fani Kayode, the former minister of aviation, has also reacted and he is not impressed with President Buhari’s performance.

Appeal Court To Rule On Taraba Gov Election

The appeal by Governor Darius Ishaku of  Taraba state against the ruling of the election petitions tribunal which sacked him will be decided on by a сourt of appeal in Abuja sitting today, December 31.
If Aisha Alhassan becomes a governor, she will be the first female governor-elect in Nigeria.
The Justice Danladi Abubakar-led tribunal had on November 7 sacked the Peoples Democratic Party’s Ishaku and declared All Progressives Congress’ Aisha Alhassan the winner.

But Governor Darius Ishaku, who expressed confidence in holding on to his position, following the possibility of going to the poll for a third time, filed an appeal asking the court to set it the judgement of the state tribunal aside.
Ahead of today’s judgment, on December 21, the Justice Abdul Aboki-led five-man bench of the appeal court heard three appeals and a cross-appeal by the APC.
A correspondent of The Punch reports on ground:
See tweets by Alhassan below on the appeal court sitting:
Alhassan, who is fondly called Mama Taraba, is currently serving as the minister of women affairs after being nominated and sworn in by President Muhammadu Buhari. If she secures the Taraba governorship seat, she would become Nigeria’s first female acting governor.

Scandals see Australia ministers Mal Brough and Jamie Briggs resign

Jamie Briggs pulls a face in parliament
Jamie Briggs says he resigned after his behaviour failed to meet the high standards expected of ministers

Two Australian cabinet ministers have resigned over unrelated scandals.
Minister for Infrastructure and Regional Development Jamie Briggs quit after a public servant complained about his behaviour at a Hong Kong bar.
Special Minister of State Mal Brough quit pending a police inquiry into his role in another politician's downfall.
With two front bench cabinet positions to fill in a day, this is the first major setback to Prime Minister Malcolm Turnbull since he took office.

Standards 'not met'

Mr Briggs said he went to a crowded bar after dinner while on a trip to Hong Kong in late November with his chief of staff, some officials and a female public servant.
"At no point was it my intention to act inappropriately and I'm obliged to note for the record that nothing illegal has been alleged or did in fact occur," he said in a statement.
"However, in the days following the evening the public servant raised a concern about the appropriateness of my behaviour towards her at the venue.
"I've apologised directly to her but after careful reflection about the concerns she raised and the fact that I was at a bar late at night while on an overseas visit, I have concluded this behaviour has not met the particularly high standards for ministers."
Mr Briggs said at a press conference that he had spoken to Mr Turnbull, and that the prime minister felt Mr Briggs had not met the standard of behaviour required of ministers.
He refused to comment on the specific nature of the incident and did not name the public servant who made the allegations.
Mal Brough speaks in parliament
Special Minister for State Mal Brough has been under pressure for months over allegations of illegal diary copying
Mr Brough, who is also Minister for Defence Materiel and Science, is being investigated by police over the alleged illegal procurement of another politician's diary.
He is accused of illegally obtaining copies of former speaker Peter Slipper's diary in 2012 at a time when Mr Slipper was embroiled in a sexual harassment case, which was later dropped. Mr Brough denies wrongdoing.
Prime Minister Turnbull issued a statement saying that Mr Brough had "done the right thing" in stepping aside while police investigated the allegations.
In the same statement, Mr Turnbull said he was "disappointed" with Mr Briggs' conduct but looked forward to his future contributions to the government.
Environment minister Greg Hunt will take on Mr Briggs' infrastructure and regional development portfolio. Minister for Finance Mathias Cormann will act as Special Minister of State, while Minister of Defence Marise Payne will act as Minister for Defence Materiel and Science.

biafra-Judge excuses self from Nnamdi Kanu's Treason case

Justice Ahmed Mohammed of the Federal High Court Abuja has excused himself from hearing the treason charges filed against Nnamdi Kanu, the leader of the Indigenous People of Biafra by the Federal Government. Justice Mohammed's decision comes after Nnamdi Kanu this morning objected to the judge hearing the six count charge filed against him by the Federal government.

Kanu during court hearing argued that the hearing will be an exercise in futility as officials of the Department of State Security will not obey any order in his favor.

“Thank you very much my lordship, but my objection is that I will not receive a fair trial before this court. The information I got is that I will not receive a fair trial before this court. I will not sacrifice the due process of law because of speedy court process over the principle of natural process on the altar of speedy release. In other words, I would rather remain in detention than subject myself to a trial that I know amounts to perversion of justice. Your lordship, previous court rulings have been given by courts of competent jurisdiction in this country, Nigeria which were not carried out by the DSS"he said
Counsel to the Federal government who is also the Federal Director of Prosecution, office of the Attorney General, Mohamed Diri, argued that based on section 396 (2) of the constitution, Kanu had no right to object to being tried by the court until after the plea is heard. However Diri's submission was overruled by the judge because according to him, Kanu had the right to reject the trial, “after all justice is rooted on confidence”.

“If any of the parties has no confidence in the court, he has the right to say so”, the judge said. He added that the prosecution would have done the same thing if they were in Kanu’s shoes. “Assuming it was the prosecution, if they had no confidence in the court of jurisdiction; would they not have done so? I hereby remit the case file to the honorable chief judge of this court to reassign it” the judge said.

Kanu is being tried on a six count charge which treason.

Amaechi And Buhari Named “Men Of The Year 2015”

Amaechi 1
Rivers State Chapter of the APC has declared President Muhammadu Buhari and Transportation Minister, Chibuike Rotimi Amaechi as Nigeria’s Men of the Year 2015 in recognition of their roles in bringing about a new political order in the country.
“While it is true that many other chieftains and even ordinary members of APC contributed in various ways to the party’s takeover of power from the Peoples Democratic Party (PDP), General Buhari served as the rallying point and the poster boy of the promised change,”
Rivers APC said in a statement signed by the Chairman, Dr. Davies Ibiamu Ikanya, on Tuesday.
On Amaechi, the party said: “He practically put his life on the line to lead the infant APC in his capacity as Director General of the Buhari Presidential Campaign Organisation, to defeat PDP despite that corrupt party’s virtually emptying the national treasury in its desperate bid to retain power, which it had held for 16 disastrous years.”
Rivers APC said that Amaechi also proved to be made of sterner stuff by surviving the wicked machinations of Chief Nyesom Wike and his cohorts to be screened and sworn-in as a minister, noting that this is not a mean feat.

Buhari Directs Immediate Payment Of December Salaries

Buhari-ECOWAS-summit-2
President Muhammadu Buhari has ordered the immediate payment of December salaries to Federal Government workers.
The Minister of Finance, Mrs Kemi Adeosun, who spoke yesterday in Abuja at the end of the monthly Federation Account Allocation Committee (FAAC) meeting, said salaries were already being paid in response to the Presidential directive.
She said salaries were being paid, and that people have already started getting alerts. “We are very conscious of the need that people are paid in time for the festive season,” she stated.
Mrs. Adeosun said the balance in the Excess Crude Account (ECA), was $2.258 billion as at December 22, adding that the amount remained unchanged from what it was in November. She said $150 million dividend from the Nigeria Liquefied Natural Gas (NLNG) was also shared at the meeting.
While giving the breakdown of what was shared for November among the three tiers of government, Mrs Adeosun lamented that there was revenue decline of N103.95 billion, indicating the difference of the N473.83billion for October and the N369.88 billion shared in November.
Yesterday, the three tiers shared a statutory revenue of N297.45 billion, Value Added Tax (VAT)-N61.18 billion, exchange gain-N4.92 billion and refund made by the Nigeria National Petroleum Corporation (NNPC) for debt owed the Federation Account-N6.33 billion.
From the statutory revenue of N297.45billion, the Federal Government after deducting the cost of collection to the Nigerian Customs Service (NCS) and the Federal Inland Revenue Service (FIRS) received N139.5 billion; states N70.76 billion; and local government areas- N54.55 billion.
Also, N25.6 billion was allocated to the oil producing states as the 13 per cent derivation fund. For VAT revenue of N61.18 billion, the Federal Government, after deducting cost of collection of FIRS got N8.8 billion, while states pocketed N29.36 billion and local governments got N20.55 billion.
The finance minister attributed the decline in allocation to reduction in revenue which was caused by shutdown and shut-in of production at various terminals during the period.
She however painted an optimistic picture when she said: “Even though the revenues were currently down, non oil revenue is beginning to make up for the shortfall in oil revenue.
Ongoing maintenance and the shutdown and shut-in of production for repairs at different terminals during the month continued to impact crude oil and gas revenue negatively.
“We don’t have to rely on oil with its price going down and very unstable. We are focusing on revenue from non-oil and you can see impressive N369.882 billion compliance with tax.”
Apart from repairs and maintenance, members of the FAAC were told that there was also a revenue loss of $19.43 million as a result of reduction in export even though the average price of crude oil increased from $46.96 in September to $49.58 in October while non oil revenue also decreased by N114.2billion in November in comparison to the previous month of October.

NERC Increases Electricity Tarrifs, Scraps Fixed Charges

The Nigerian Electricity Regulatory Commission has finally released the new power tariff regime, in which it outlined the various rates of increase in energy charges for consumers across the country.
It also announced the removal fixed electricity charges for all classes of electricity consumers and noted that power users would only pay for what they consume.
About two weeks ago, the Minister of Power, Works and Housing, Babatunde Fashola, revealed that electricity tariffs would increase and urged consumers to comply with respect to paying their bills, as he promised that the sector would record considerable improvement thereafter.

Confirming the tariffs increase on Monday, NERC stated that henceforth, from the next billing period, power distribution companies would no longer charge their customers monthly fixed charges.
Fixed charge is that component of the tariff that commits electricity consumers to paying an approved amount of money not minding whether electricity is consumed during the billing period.
Outlining the rates of increase in tariffs for various customer classes in selected locations across the country, NERC said, “For instance, residential customer classification (R2) in Abuja Electricity Distribution Company will no longer pay N702 fixed charge every month. Their energy charge will increase by N9.60.
“Also, residential customers (R2 customers) in Eko and Ikeja electricity distribution areas will no longer pay N750 fixed charges. They will be getting N10 and N8 increase respectively in their energy charges. Similarly, the burden of N800 and N750 fixed charges would be lifted off the shoulders of Kaduna and Benin electricity consumers. These consumers will see an increase of N11.05 and N9.26 respectively in their energy charges.”

This comes less than a week after the House of Representatives asked NERC to stop plans to increase electricity tarrifs.

Ambode launches contributory scheme for Hajj, Jerusalem pilgrimages

Governor Akinwunmi Ambode of Lagos State
Governor Akinwunmi Ambode of Lagos State
Lagos State Governor, Akinwunmi Ambode on Monday launched a contributory scheme for Hajj and Jerusalem pilgrimages.
This is part of the administration’s policy to make everyone participate in the holy pilgrimage irrespective of the financial status and class.
The Governor, who also honoured the Managing Director of Medview Airline for partnering with the state government in airlifting pilgrims in the state, reiterated his commitment to make life easier for every resident in the state.
Speaking at the launch of the scheme also known as “Pay Small Small Scheme,” at the Renaissance Hotel, Ikeja, Lagos, Southwest Nigeria, the governor said with the scheme, petty traders and other low income earners would be able to fulfill their religious obligations in a more convenient way.
Ambode described the scheme as one of his administration’s strategies to create an enabling environment for every resident to feel the impact of the government, saying that more approaches were underway to make life better for the citizens irrespective of their tribe, religion and other differences.
“It is a contributory scheme for all pilgrimages, whether it is for Jerusalem or Mecca. The all inclusive administration of Governor Ambode is meant to carry along even the less privileged in the society to ensure that even with N50,000, you can begin to pay for your pilgrimage to Mecca, Medina, Rome and Jerusalem.
“We have partnered with Micro Finance firm that will allow people to choose either three, two years or one contributory scheme for the pilgrimage depending on the ability of such a person. In fact, there is a package of N1,500 daily contribution scheme for the pilgrimage.
“The government wants to ensure that people are carried along and they are able to discharge their religious duties without stress. So, to the ordinary trader, it is an avenue to fulfill their obligations. One way of alleviating poverty is to carry the people along and assure them of a place in the heart of government,” said Ambode who was represented by the state Commissioner for Home Affairs, Dr Abdulhakeem Abdullateef.
Managing Director Medview, Mr Muneer Bankole commended the government for the initiative.
“As we all know, pilgrimage is there for everyone as long as the existence of mankind. For the government to think of this scheme, it must have considered the plight of the downtrodden of Nigeria. They struggle to partake in the pilgrimage yearly; some of them contribute to fulfill the religious obligations.
“For government to have designed a safe window to keep their money from their small scale businesses, it will afford them the opportunity to actualize their dreams,” he said.

FG Issues Security Alert, Says Boko Haram Plans Abductions For Ransom

 Boko

The Federal Government on Friday issued a security alert that Boko Haram terrorists were planning another sensational abduction of pupils/students or foreigners in a desperate effort to raise funds through ransom.

The Minister of Information and Culture, Alhaji Lai Mohammed, said this in a statement issued in Abuja by his Special Adviser on Media, Mr Segun Adeyemi.

“Boko Haram terrorists who have been beaten and put on the run by the military, are planning another sensational abduction of pupils/students or foreigners in a desperate effort to raise funds, through ransom, for food, medical and arms supply,’’ he said.

Mohammed said the planned abduction was in line with the terrorists’ new modus operandi of focusing on soft targets, having been routed from their stronghold and their capacity to stage spectacular attacks substantially degraded.

According to him, the largely defeated terrorists have now concentrated their attacks on soft targets, like motor parks, schools and entertainment centres.

He said the terrorists had been decimated to a level that they are now incapable of staging spectacular attacks like they used to do.

“The kidnap of the Chibok girls in 2014 which attracted global attention to the terrorist group is what it is now trying to repeat, hoping it can find vulnerable targets, especially schools, or a group of foreigners outside the frontline states.

“The plan by Boko Haram is also part of an overall strategy by the terrorists to seek to negatively impact on the psyche of the gallant troops who have routed them (terrorists) from their stronghold.

“And also give the impression that they have not been largely defeated by the December 2015 deadline given by this Administration to effectively degrade the insurgency in the North-East.

“This is why we have decided to issue this alert to enable the authorities of both public primary and secondary schools in remote locations, particularly in the Northern states, to upgrade their security arrangements,’’ the minister said.

According to him, the statement is also aimed at alerting the general public, operators of hotels and entertainment centres, motor parks and similar facilities to also upgrade their security arrangements for the holidays.

Mohammed assured that the Federal Government would build on the successes recorded by the military which had largely met the deadline to degrade the capability of the terrorists.

“Smoked out of their hideouts and badly bruised by our gallant military, the Boko Haram terrorists are desperate, especially in the face of the depletion of their food supplies.

“In their desperation, they will not hesitate to embark on actions they feel can still make them relevant or enhance their survival. But the military is ready and able to prevent that,’’ he said
